Woodstock is an historic town with a population of 2,850 people, with the A44 trunk route running through it. Latest figures show around 15,000 vehicle movements per day south of the town, and around 11,000 vehicle movements per day north of the town. The proposed bypass would run through the rural Glyme valley.

Provision for pedestrians and cyclists within the town is poor, with only one pedestrian crossing, narrow and uneven pavements (with at least two pinch points too narrow for easy navigation by pushchairs or wheelchairs), obstructions resulting from parking on pavements, and no specific provision for cyclists on the main road.

The presence of speed cameras at each end of the town is not supplemented by any traffic calming measures elsewhere, and many vehicles travel through the town at excessive speeds. A second pedestrian crossing over the A44 has been proposed as part of a proposed traffic calming scheme in Old Woodstock, along with a number of other measures designed to separate pedestrians from traffic, and to encourage drivers to slow down.
